The release of the discussion paper on the Australian Government’s Guarantee of Origin scheme for clean hydrogen is a step forward for the nation’s renewable hydrogen sector.
The certification scheme will be critical for Australia’s hydrogen producers to demonstrate to customers that their hydrogen is renewable or zero emissions.
There are currently around 35 hydrogen production projects in the development pipeline across Australia, which will need to be able to provide a guarantee of origin to negotiate offtake agreements. With this in mind, it will be imperative to have a guarantee of origin scheme operational as soon as feasible.
It’s clear that international customers and trading partners have a preference for renewable hydrogen, and we expect that over time customers will also be willing to pay a price premium for this renewable product. It is therefore critical that we can differentiate renewable hydrogen from other fossil fuel-based sources.
The Clean Energy Council strongly supports a government-led certification scheme, and we are pleased that the Australian Government has been working to develop the certification methodology in cooperation with other major economies and trading partners. The Clean Energy Regulator (CER) has significant capability and credibility in this area, and we support the proposal for the CER to lead the administration of this scheme. This should give Australia’s scheme a strong chance of being globally recognised as transparent and robust.
We look forward to working through the details of the Australian Government’s proposed Guarantee of Origin scheme in the coming weeks.
