Update from the NETCC Council: NETCC administrator appointed

The NETCC Council wishes to advise interested parties and key stakeholders of important updates in relation to the New Energy Tech Consumer Code (NETCC).

The NETCC Council has agreed in principle that the NETCC program will be administered by the Clean Energy Council (CEC) for a period of 10 years until December 2033. This is subject to a formal agreement between the NETCC Council and the CEC.

This is an extension from the initial appointment date of 3 December 2020 and is required to provide continuity to ensure that the program is administered effectively and achieves its objectives, including the cost recovery referred to in the Code.

This follows a rigorous process to ensure that the principles of accountability and transparency have been included in each step of the appointment process.

The NETCC will be independently reviewed every three years, and safeguards will be included for the NETCC Council to enforce rectification on the Administrator in any areas identified for improvement, or to remove the Administrator in the event of poor or inadequate administration.

The NETCC Council wishes to thank the CEC for its cooperation in the appointment process and looks forward to rolling out the NETCC program to raise standards of consumer protection in the new energy tech sector.

Other key announcements include the proposed launch of the website on 1 July 2022 and the proposed formal launch of the NETCC on 1 February 2023.

What is the NETCC?

The NETCC will set an industry-wide minimum standard of customer service for consumers looking to purchase behind-the-meter industry products.

Behind-the-meter products include technologies such as solar, battery energy storage systems, electric vehicle charging products, energy management systems and software, and other emerging products and services for homes and businesses.

The NETCC has been developed by the Behind the Meter Working Group, which is made up representatives from the Australian Energy Council, Clean Energy Council, Consumer Action Law Centre, Energy Consumers Australia, Energy Networks Australia, Public Interest Advocacy Centre, Renew and the Smart Energy Council.
