VicGrid Offshore Wind Transmission Development and Engagement Roadmap: Gippsland and Portland
We welcome the work VicGrid is planning to do to support the development of transmission capacity that will enable the growth of Victoria's offshore wind industry. However, we consider that this planning needs to have a firm eye on the scale of offshore wind capacity, which is much greater than the initially proposed 2-2.5 GW of transmission capacity. The timeliness of this capacity is also critical to the development of the industry.

The CEC welcomes the draft declaration of the Hunter offshore wind area, noting the high-quality wind resource and the strength of existing transmission capacity onshore and an industrial workforce in the region. The draft area is, however, much smaller than the Gippsland area and we would hope to see this expanded within a few years once initial projects have Feasibility Licences.

The Clean Energy Council and the Australian Hydrogen Council welcome the opportunity to make a submission in response to the Clean Energy Capacity Study Discussion Paper.
This is an important study at a watershed moment in Australia’s energy transition. The clean energy workforce is already experiencing workforce and skills shortages across key occupations, which are projected to intensify as demand for workers increases.

The Clean Energy Council has recommended the development of a market to drive investment in renewable technologies to support better frequency control. This market will reward renewables for controlling the 'rate of change of frequency', which is key to keeping the system stable during major disturbance events, like the loss of a large thermal coal generator.
