CEC Submission South Australia's H2 and RE Bill

The CEC submitted its formal submission as part of the consultation process.

Our key points are that:

  • We welcome the introduction of a regulatory framework for hydrogen production, providing certainty and confidence for the emerging green hydrogen sector.
  • We are also supportive of a framework to access pastoral lease land, as recommended in the SA Productivity Commission’s Renewable Energy Competitiveness Report. The proposed regulatory framework is largely appropriate.
  • However, the proposed licence scheme should not apply to freehold land. Such a scheme is unnecessary for this land tenure type, it will lengthen rather than streamline the project development process, and it risks creating a significant disincentive to new clean energy investment in the state.

Our response to the draft report is based on feedback from our members and are aimed at ensuring the proposed recommendations mitigate any unintended and negative consequences.

VicGrid Offshore Wind Transmission Development and Engagement Roadmap: Gippsland and Portland

We welcome the work VicGrid is planning to do to support the development of transmission capacity that will enable the growth of Victoria's offshore wind industry. However, we consider that this planning needs to have a firm eye on the scale of offshore wind capacity, which is much greater than the initially proposed 2-2.5 GW of transmission capacity. The timeliness of this capacity is also critical to the development of the industry.

Submission in response to proposed Hunter region offshore wind area

The CEC welcomes the draft declaration of the Hunter offshore wind area, noting the high-quality wind resource and the strength of existing transmission capacity onshore and an industrial workforce in the region. The draft area is, however, much smaller than the Gippsland area and we would hope to see this expanded within a few years once initial projects have Feasibility Licences.
